If you like to run EMULATORS, ie: programmes on your PeeCee that can make it behave like another machine, then ROMs are usefull to (ehm..) test them.
Like for example, if i wanted to play Turrican on my Sega Genesis, i could dig it out and hook it up, or i could emulate it using an programme, and run a ROM of Turrican on it.. like..
Same goes for if i want to play a game of NARC. i _could_ get in a fuc*ing time-machine and go back to 1996 and play it, or, i could start MAME32, and run the rom.. hhehehe...
roms are good.
